তিনি বলেছেন, মুক্তিযুদ্ধ চলাকালে গঠিত মুজিবনগর সরকার কোনো অন্তর্বর্তী বা সাময়িক ব্যবস্থা ছিল না; বরং এটি ছিল স্বাধীন বাংলাদেশের আনুষ্ঠানিক রাষ্ট্রীয় কাঠামোর সূচনা।
